If its like C-17 squadrons, there's more reserve pilots than planes. The guys who want to fly a lot get to fly a lot, and the guys who want to coach their kids softball teams just have to meet minimums. Maybe more reservists are finding reasons to spend more time with family lately, requiring pulling in additional reserves to meet hours. Pure Speculation of course.
