This is good question, and Deep State has been funding billions over the years. They are sending their CIA operatives there. Most of the people fighting are either Neo-Nazis or CIA operatives. I believe the White Hats did a deep purge before Putin even made a move.

Have you seen any one on one gun battles between Russians and Ukrainian forces? I havent seen even one. Whatever they were armed with, was useless with Russian strategy.
