Xiden's mind was already gone back then. And he was always a moron who couldn't keep from saying stupid things. He made the perfect patsy for all the bad policies they wanted to push through but didn't want to get seen pushing through themselves. He is the perfect puppet. Heels up being his VP pick made a lot of sense too given how she's one of the most unpopular and unlikable politicians that could fill that spot. Both are throw away candidates. It might also be that they're afraid they may eventually get caught and want people they can throw under the bus without incurring any sort of loss.

Regardless, none of these bozos got legitimately elected. However, the morons willing to vote for them helped make the steal easier. And most importantly, those same bozos being unwilling to accept really compelling evidence that the election was stolen makes them complicit in all of this.
