My take -

Of course they have continuity of government in place. They have a puppet in place while the Deep State keeps smoothly doing its thing behind the scenes. Sounds kind of familiar. My first reaction was that they have plans to take their puppet out. They are just laying the groundwork so when they do it Putin will get the blame and WW3 will be off to a great start. The only value in taking out a puppet is the optics. I wonder if he realized how dispensable he would be when he signed his contract for his biggest acting gig ever. Maybe they are afraid he might spill the beans.
