India's neutrality in this case is equaivalent to siding with Russia. Most of India's weapons and military Vehicles are imported from Russia, you would be out of your mind to imagine a country betraying their arms dealer during times of war. India won't get spare parts to repair their vehicles, or the ammunition to fire their guns.

Biden proposing sanctions against India is intentional because he knows India can't and won't agree to his terms.
