They almost certainly have their own biolabs, and are likely working with these biolabs. They are definitely not clean in this. But in this case, they're more-or-less stating the obvious, just with a few extra details. There was no way that the secret biolabs in Ukraine were the only secret biolabs.

The questions that should be asked now should include "How does China know this?", "Is this information true?", and "What does China (and every other country) have to do with this, and how many are other countries like China running on their own?"

This is a pointed finger, as well as an attempt to get ahead of the cart themselves by laying all of the blame, deserved or otherwise, on the US.
