Yes, there are some basic variations but overall, these are the same "technologies." To the best of my knowledge, no copies of the US planes have fallen into the hands of the Russians (in the timeframe of the Russian jets development,) so reverse engineering would not apply. I don't think copying, from visual and flight characteristics, would be possible either, because materials and avionics play such a large part in the strengths of our planes, and the Russians would only be able to guess at it.
Two conclusions, 1) Bush/obozo/mcstain shared this info with the Russians to keep US dominance in check 2) the Q team shared this with Russia knowing that one day we would be allied with them against the deep state.
I like #2 a lot.
No, its just parallel design evolution. The F-15 stole wholesale from a Foxbat which defected to Japan, Ivan got a lot of info from the Iranian F-14's left behind in the 1979 revolution.
