Ah now you're thinking! Why do they need a middle man you ask? The same reason the US intelligence agencies funded biolabs in foreign countries.

And funny enough the answer to this is Joe Biden's answer to Tony Bobulinski's question regarding how he plans to get away with his blatant corrupt business dealings in Ukraine back before the election.
