Theory; Putin's 'Special Military Operations' plan (I'm speculating here)

Stage 1 - Get rid of the Bio-Labs (WMDs) along their border and other areas within the country. Bomb, torch, evacuate.

Stage 2 - Advance on the NAZI & Deep State Para-military groups that protect US & other foreign countries' nefarious Interests.

Stage 3 - Take over capitol and major cities to retrieve data, tech info, computer hardware, documentation as evidence of Russia's allegations against Deep State and other foreign countries nefarious agenda/activities. Includes all corrupt activities; Bio-labs, human trafficking, guns & drug running, energy corporation/US & foreign politicians/officials' corruption. Banking; money laundering, fake (shell) corporations, US slush fund/ fake foreign aid money, etc.

Stage 4 - Ukraine not willing to negotiate with Putin, then Russia takes complete control of Ukraine and will be permanently under Russian territory and control. All to clean up the Deep State/NWO Globalist Cabal corruption and mess they've created. No more Deep State in Ukraine.

WE SEE HOW THE POLITICIANS IN THIS COUNTRY ARE PANICKING! They're all coming out of the wood work tweeting, posting, news interviews, etc. Those who have the most to lose are panicking the loudest; Clinton, Biden, Pelosi, Romney, Kerry, Obama, State Dept officials and others.
