Not saying it hasn't happened, but the video is odd. They typically use stretchers. No police that I could see at least. Reminds me of the b.s. videos of people in body bags who are fidgeting around.
Doesn't look like a first world country. They don't always have the means to follow protocol and protocol may not exist.
I thoight about that, and that may very well be the case. I'm just a little cautious of accepting some of these videos...on either side.
