What does “what palantir is to the CIA” mean? I know Peter Theil is invested in Palantir. Is Palantir a good or bad company?

Palantir is the proverbial crystal ball by which the CIA, and by that I mean the cabal by way of CIA assets, peers into the heart of data for the entire world.
