Each state runs its own elections to elect the senators and congresspeople that they’re sending to Washington, and the electors who will represent that state when the electoral college chooses the president. Printing the ballots (which in most if not all states are a single piece of paper marked for all local, state, and federal offices) is up to the state.
Article I Section 4 of the Constitution: “ The Times, Places and Manner of holding Elections for Senators and Representatives, shall be prescribed in each State by the Legislature thereof;” says it’s up to the states.
(That is followed by “but the Congress may at any time by Law make or alter such Regulations, except as to the Places of chusing Senators.“. So Congress could have required that the states use paper supplied by the federal government - but they haven’t.
This is not true either. Most if not all states hire private printing companies to print their ballots, and these companies provide the paper.
