That doesn't sound like the Russians have "stalled".

If you have seen the video of a Russian being literally crucified by the Azov, and the tortured and killed woman with the swastica on her belly drawn in her own blood, then it would make sense that Putin would consider de-nazification to be a necessary condition for peace.

I have seen the videos. Zelensky must be fearful for his Nazi friends and himself after that was made public.
