Is there a 4 or 5 g dumbphone? I thought they were shutting down all 3 g signals.

Correct, 3G networks are being phased out.

I would not get this "Lightphone" just yet until it has been torn apart and looked at. Could easily be just another surveillance device.

Easier to be anonymous with a smartphone than trust one of these new dumbphones.
