What the hell is going on with this site? I’m around #425k and it has been like 2 or 3 weeks. So far just Apple users? How the hell do they plan on tens of millions of users???

This is called a staggered rollout.

I've done this several times when deploying software across the entire county.

It's a safe way to tune the servers, fix bugs and respond to customer feedback from a small sample group before the application is deployed everywhere and to everyone.
