As far as I can tell, the phrase "New World Order" was first used by the League of Nations (which sounds like a bad DC comic book, but I digress) after WW1.
Basically, the idea was pitched as a way to make countries less nationalistic and more open to cooperating with other countries, thus preventing wars. Especially world wars.
This is an extremely simplified explanation, obviously. But I just wanted to point out that the phrase "New World Order" has been used for much longer than most people realize. And that the way people view it has changed dramatically over the years. This ad is from 1941, right in the middle of WW2 and was when America joined the Allies. I would wager that the phrase NWO was being used quite often then.
From my personal experience as someone born in the late 70s and growing up during the end of the Cold War, I didn't pay much attention to it until the mid-90s (remember being swamped by all the AOL disc's?) And by then it had taken on a pretty sinister meaning.
I'm sure there is some material out there documenting the way the usage of "NWO" has changed and could give much better insight than I have, but I haven't taken the time to find it.

The meaning has changed over the decades as far as what normal people thought it meant, but the Luciferian globalists always knew what they meant by New World Order - a one-world government over which they had totalitarian rule and from which there could be no escape. They formed organizations to make countries less nationalistic, not to foster world peace as stated, but because their end goal was to create an international organization that they could then use to control the world.
They might leave the illusion of national sovereignty, at least for some time, but they would call the shots under cover of an organization like the UN, using treaties that dictated the laws, regulations, and policies for all. They would come up with excuses or create wars in order to flood various nations with immigrants who have no loyalty to the traditions and values of the host nations, weakening those nations and turning their citizens into minorities in their own countries. We have seen this agenda in action for many years.
Abusers often come up with "good reasons" for doing the things they do. They have to hide their evil intent until they have full control over their victim. At that point, when the victim is trapped and at their mercy, the mask comes off.
