What is Barnes running for, and how is he closely connected with Racine? What is Tammy Baldwin’s claim to fame?

I've been wanting to ask you about Robert Barnes for a while. Is he trustworthy? I have seen him mention Racine once in passing, during the Rittenhouse events, when he said Kenosha was "very close to Racine" in a tone of voice that implied people were supposed to get why that was important. I know he is a graduate of UW Madison but I am not sure what connections he has to Racine beyond that. It obviously can't be a coincidence that one of the best sources for current event analysis went to school in Wisconsin.
