I would imagine that from Russia's perspective, the US gave $15 billion to Ukraine, and therefore has confirmed financial support for neo-nazi terrorists. I don't see where Russia has any legal obligation to launder money to terrorists, through US institutions.
From my simpleton eyes, I understand not accepting new business through someone you are angry with. I don’t understand why you would refuse someone to make payments to you for past expenditures even if you hate them. It’s taxpayer money though and not out of their pocket so it’s easier to justify the loss of half a billion on 20 trillion debt I suppose.
