Have you read about CASA (court appointed special advocates)? Some seriously shady stuff goes on regarding who becomes a CASA and what goes on behind the scenes (I know a previous CASA, who booked it out of that system due to corruption). Just look at the logo, which should raise some red flags on its own.
An uncle of mine by marriage was a guardian or caregiver for the system. He was a total dickwad and groomed one of the young girls he was supposed to be a foster parent to. Beyond that personal story are more stories of various cousins who were sexually abused by the folks who were supposed to be THEIR foster parents. A male cousin of mine was physically abused - broken ribs I believe. For context, my family is large and some of the adults who birthed my cousins were shitbags and couldn’t care for their own children. This was all in Oregon state.
Soon we will see stories about the corruption. They do traffic kids and sometimes they traffic them out of the country. I promise you they approve “guardians” or foster parents who THEY KNOW groom or molest children. Its a fact to me because I have seen it first hand.
So, while your mother sounds like a saint and your town sounds lovely, these evil demons do exist outside your vicinity.

Yep. Its a huge scam. They target parents who can’t afford to hire a lawyer to fight the charges. They’ve also medically kidnapped kids in Oregon (look up the Kylee Dixon case; her mom is a good woman and never deserved to have her rights removed).
The whole system makes a ton of money off the foster care system. Children who they steal from parents (yes it happens to parents who are competent) are currency for the state and the whole child care system. Its a SCAM, a pyramid scheme, a parent gaslighting system, a pedo ring and it will be exposed.
Your mother sounds like an absolute angel, so how did you end up abused?
My mother took in foster kids for a while when I was a young child. I have my own story to tell someday...when I’m able.

False accusations etc
When people look for some substantiation of their fears, beliefs, etc., they sometimes find it in the wrong places, at times. Kinda like a self-fulfilling prophecy. Metoo did it to innocents, for example.

The innocent caregivers in the fostercare system can take care of themselves, they're adults and will be even more supported and admired because they are protected by their innocence. It's the others that need to be stopped. I'm concerned with the children, the homeless who aged out of fostercare, and the injustices perpetrated on them and their families. Including, but not limited to, the cia, traffickers, jaycees, masons, abusive foster parents, and negligent and/or corrupt social workers and judges.

This CASA was encouraged to join because she wanted to do something good for her community -- I know this person, and can testify that she is, in fact, someone who does good because she is good.
Well, a few months (maybe a year) into being a CASA, she found that the leader of her local CASA was diverting funds. Some kind of shenanigans, too, regarding whose foster home kids go to, how much money the foster family gets per kid, etc. I think a judge was in on it? Anyway, it's anecdotal so I apologize for that. I'll talk to this person and get more details if I can.

Follow up: I spoke to the ex-CASA I know. According to her, the leader of her local CASA was writing his own checks, promoting people to the CASA board by his own whims (in other words, no oversight), and was just generally a very corrupt individual. He was ousted, but it really ruined the name of the organization in the area.
Apparently the Judge was solid, though. A really good one, interested and invested in placing these children in good homes.

I realize you have positive ties to CASA and that not all CASAs around the nation are inherently bad or corrupt -- as we could say about many organizations -- and I'm sincerely happy to hear that your mother did such amazing work. Truly!
Discernment should be applied, however, and any organization that works closely with children has me on guard -- especially considering the ex-CASA I know. She worked in a big(ish) city, rife with corruption -- maybe that's the difference?
