Yes it is. Those who can't nurse and can't find a wet nurse; years ago the women bought 'evaporated' milk and mixed with water and a small tad of Karo/clear syrup for the insulin. Others used 'powdered/dry' milk. Today a mother can buy a bottle of infant vitamin drops to help them not lack any nutrients by mixing into the evaporated or powdered milk. And yes, my best friend fed her daughter 'goats' milk as she was lactose intolerant to all other milks. Hope this helps some worried mothers out there. We can't let these babies die of starvation.
