It's a win because up til now, the clowns making the (ridiculous) laws have not had to suffer the consequences of those laws.(Just like all the other laws that turn out not to pertain to them.) Hopefully this will give them a taste of what the rest of us have had to suffer as a result of their actions.
And how is this a suffering consequence for them helping them distribute people and thus help the traffickers?
They will be dealing with these folks on their own doorstep. Something they haven't done before.
