Would've thought the CCP was a little more efficient than trying to lockdown an entire city of 25M+ people just to get their hands on a number of corrupted VIP's.

25 million locked down. By a mandate, military blocks the exits and airports, Pre planning allowed them to locate and surveill all their targets. In they go with no civilian interference and grab all te malafactors.

Same way we would likely do it.
