I stopped questioning why a long time ago. I believe that there are times that he endorses because they are the best option - Worts and all, or that he is trying to expose them, or he really believes in the person. The best thing that the DS see is, there literally has not been anyone, to my knowledge who was endorsed and didn't win. He is flexing his power in their face.
