Because the US had signed on to the Minsk accords — 2015 peace agreement.

Trump could have — in his phone calls to Zelensky congratulating him on his win, affirmed support and cooperation in implementing Minsk, particularly since Zelensky won on the message of bringing peace and ending the conflict.
