And how does putting people into house arrest help? That's the point not being made anywhere in the writing. Are they trying to stop riots before they start?
in china, grocery stores are empty, banks won't give you money, and jobs and roads have been shut down. If you walk outside and try to go anywhere or complain to anybody they try to force you back to your home before the special police comes to take you away for 'putting people in danger' this is despite the people in question are just begging for access to food or water or be allowed to goto work. "how is this for anyone's safety, you are telling me to go die, what is my grandmother or anyones parents supposed to do? they are homebound and have no access to medical care or supplies, no one can even go take care of them, they are dying" is the rough translation of the incident i saw. responces to the video indicated the translation was basically correct even if crude, i'm paraphrasing myself so dont quote me for specific detailes
