Article is in reference to Dr Malone's own post/article over a testimony from Deborah G. Rosenbaum, the US Assistant Secretary of Defense for Nuclear, Chemical, and Biological defense programs (ASD(NCB)).
"I can say to you unequivocally there are no offensive biologic weapons in the Ukraine laboratories that the United States has been involved with"
They're trying to use a loophole to squirm their way out.

Highly recommended spending the ~10 mins to read the entire post/article from Dr Malone. Lots of important details of shortcomings that the Biological Weapons Convention has.
Important thing I personally noticed was that Israel is not signed on to the treaty (like so many countries), AND that Israel leads the world with the most advanced bio weapons. (save Israel for last?)
