I've noticed the same here in NC. Maybe they are flying for Orrin Hatch today.

I’m in the Nash, Edgecombe & Wilson county area. Some places have had the flags at half staff at least year. They never put flags back up. I really think they have given up or don’t care about the flag. At my husband’s old job they were not at half staff. But the flags were in terrible condition. The NC flag had a hole in it for months. He texted a former coworker about it & they finally replaced them.
