It could be him cashing in his own shares to get the funds for twitter. Speculation was that he'd have to sell billions in tesla shares to get the money.

Apparently he got a loan secured on TSLA shares. So he wouldnt have to see the shares. However if TSLA falls too low, he would have to pay for the margin.
