#2 is actually a black person rule. I used to work in a store. White people buy a small item or two and don't need a bag. Black people always needed a bag, even for a small piece of candy. I was told that they feared police harassment.
These are all "black person rules". #10 is specifically talking about the Tulsa/Black Wallstreet race massacre.
Most of them are rules for everyone. Now I might get in an elevator with a woman if she looked good. But never with a Karen. :)
Just shows that some rules work for everyone, because people think alike more than not.
