Possibly because they didn't expect to actually pull off the steal so Biden was pushed in as a sacrificial candidate and then Harris no one else wanted to risk being labeled a loser but she was stupid enough or thought she was going to get paid with a book deal and walk away without having to do any actual work. Then Trump did the unexpected and actually "walked away" on Jan 21st and now they're stuck being unable to 25th Biden as Harris is so disliked and incompetent it'd actually make things worse to install her.
