She is a flak catcher.

In the daylight bomber missions over Germany and France in WW2 a few heavily armoured aircraft were flown at a lower altitude than the main bomber force to attract the German guns, flak catchers.

This is what she is, a diversionary tactic to draw enemy fire only she is too dumb to realise this.
