I’ve always been confused about this, but then, so many of their “big plans” were poorly planned, like 9/11. Any theories about why they took the chance with the Internet? Shortsighted? Or just plain stupid?

The creation of the internet was planned by the U.S. military during the 1950's as a tool to be used to fight against totalitarianism. It has been mostly under the control of the U.S. military throughout it's history, during the 1960's - 1990's and even into the early 21st century. .
It is only in recent times that the internet has become infested with globo-homo corporations steering narratives, and censoring content. It wasn't possible back in the old days.
