I believe the story on that pic is that he was cleaning them up so they could get a proper burial.... not sure if they were aborted or just still births, seems like aborted babies would have more damage.

I think IPOT actually found where the pic came from and it was in an asian country and he was prepping them for burial.

iirc, they were aborted. Not certain.
