wasn't one of the steps of the military taking over deploying the National Guard to areas because of civil unrest?

I believe a certain point just passed recently, RED3 hence Pelosi CLAS movement in Ukraine which happened not too long ago. I believe RED4 is up next which involves the movement of the 10th Mountain Division to be deployed under the guise of riot control. So this could be it potentially.
