That's my point, they've had multiple chances to do so. There have been multiple votes on killing the filibuster since the 2020 election. Every single time, those 4 sided with the rest of the GOP and Manchin/Senima in order to keep it. If there wasn't a plan, then they would have done it already so they could steam forward with their evil plans and make up for all the losses under Trump.
