Vegeta is physically stronger but lacks natural talent. He admitted this and even called Goku "the best" however Vegeta continues to surpass Goku in strength. We see this become more of a theme when when Vegeta goes ego. Gokus ultra instinct represents this "natural talent" while Vegetas ultra ego represents the hard work Vegeta put it in to be stronger. Sorry if this is too deep of an analysis for a meme like this but people often misunderstand the parallel between Goku and Vegeta
I'm pretty sure Vegeta is more naturally talented, as per how quickly he learned those techniques on that one planet. The thing that restricts him, however, is his ego. Goku has none. He doesn't care about being the best - he cares about bettering himself. The entire point of UI is to allow himself to react without thinking, something the ego hinders. It's only upon accepting this could Vegeta overcome having an ego to his detriment and, instead, allow it to strengthen him.
Letting my anime nerdery show here, but I distinctly remember in the Manga, Whis says that Vegeta is the stronger of the two so long as Goku doesn't use that SSJB+Kaioken form or Ultra Instinct. If I remember correctly, they also showcase this in the Super Broly Saga where Vegeta is able to go head to head with Broly using base form, base SSJ, etc. Longer than Goku. Goku had to resort to higher tier forms faster since he couldn't keep up with Broly's rapid power increases, but Vegeta hung on longer with each form.
That actually goes along with the whole Ultra Instinct vs Ultra Ego point as well. Goku, as mentioned, just wants to be the best HE can be. Hence Ultra Instinct basically unlocking his innate natural talent allowing him to always be just slightly above the guy he's fighting so as to always allow room to grow.
Ultra Ego on the other hand is basically Vegeta's desire to be THE strongest, bar none. It's literally nothing but immense raw power and brute force. He basically turns into a purple Hulk when using it initially. Honestly, it's quite similar to Broly in a way. The form just brings out as much power as possible, and if it's not enough, it keeps growing in power until either Vegeta has enough to absolutely crush his opponent with brute force or his body can't handle the strain any more.
That's not to say that Vegeta isn't talented. He's probably the third most talented character in Universe 7. I say third because I personally rank Frieza as second given a month of training brought him from crap tier OG namek saga levels of power to god tier super levels of power. Goku is obviously the first. I don't really consider Broly talented since he's literally just the hulk, and Beerus/Whis are kind of outliers since they're both millions of years old so it's near impossible to tell what's actual talent and what's just the result of millions of years of training.
He's most certainly stronger. Just wanted to say he's also more talented. Technically. In the sense he can learn techniques quicker than Goku can, e.g. his training on Yaardrat. The reason why Goku's better, though, is because he focuses on who he could be. Vegeta, however, preoccupies himself with who he should be. That's why he isn't as quick to discover new forms. Instead of reinventing himself, so to speak, he cares about bettering who he is currently. It's only when he sees Goku's forms that he realizes his current form isn't the strongest and seeks to better himself from there. Whereas Goku's focus is on the future, Vegeta's focus is on Goku's present. If you try to copy a dude by simply mimicking him, you'll always be waiting on his next word.
One of my favorite scenes was the moment Gogeta instant transmissions back to fight Broly. You can see Whis just effortlessly dodging Broly to stall for the boys while they talk shit to Frieza. It really puts Whis' power level into perspective.
