I never said they DIDN'T flee. I just said they don't move in large enough numbers to effect the local political climate in a significant way. When they're outnumbered 10-1 in terms of people moving it doesn't take a genius to figure out that even if they do vote, they're being cancelled out and overwhelmed by the rest of the transplants. At least without the cheating.
