Pretty sure that was the plan... think it was a lottery thing... some were "hot" some not... it was to be a long slow roll... they couldnt just hot dose them all as that would flag.. think boiling the frog... and as you mentioned.. as excess deaths increased over time.. the gradual climb was to be forgotten over time... The cabal is used to long slow planning precisely so thing are lost in time... white hats forced them off tempo.. they had to speed up.. now its more noticable... if you look..
