OP's title is a bit misleading. It makes it sound like they were trafficking children AT the rally. For clarification, it should read:

At the Greensburg, PA Trump rally, Dr. Oz claims big tech was selling children.

Other than the fact I left the comma out between Greensburg and PA, either phrase is grammatically correct.

If I was able to edit the title, I would change it to the following-

Dr. Oz claims big tech was selling children in his speech at the Greensburg, PA Trump rally
