Things escalated rapidly with GHWB once Reagan was out. I think Reagan was a good president not a great one. Perhaps I don't have all the details.
Go back and review his speeches. He revealed more than people realize.
His main flaw, like most, was to believe Team Evil could be reasoned with, or be trusted to follow through on deals.
