Congressional D's ask for $33Billion for "Aid to Ukraine", but it must contain a pork barrel rider of $22.5B for "Covid Relief". R's demand the aid CAN NOT contain any additional Covid Relief if they want the bill to pass. So they REMOVE the excess Ukraine $22.5Billion pork, and the bill rises to $40B

$33Billion minus $22.5Billion = $40Billion
