If I had to put money on one ticket, I'd say it is a private contractor who works for the Military IC - the military can't fly prisoners headed to dark sites like GITMO. They use private contractors for that - Kalitta is one. There are many. They're taking the criminal political class to their final retirement destination, a socialist utopia where the government pays for everything. No one owns anything, and everyone is happy.
