What context would make it OK to say the problem is white racism. She's QUOTING someone else the whole time, maybe? Prove it.
It's easy to imagine the longer sentence being "The Democrats say the problem is white racism" and then it's edited to say "the problem is white racism." This appears to be a smear job.
