I believe Cloutier is alleged to be a Major General. In the Army the General ranks go like this. Be, My, Little, General. Brigadier, Major, Lieutenant, General. 5 stars are "General of the Army." https://archive.ph/ECHUi

Fyi there should only ever be one 5 star at a time, and traditionally was only appointed at times of war.
