For a reason. I'm pretty sure I read something similar in Gustave Le Bon's Psychology Of Crowds. This book is from 1895. I'll check it, could have also been in Bernays' Propaganda. It's not Chomsky's thought, he read it before. He's a leftist liar, forcing the people to act in the spectrum he described. Narrowing it more and more.
