He is a semi fictional character used in a psyop hoax for the purpose of inflaming racial tension as well as pushing the anti-gun agenda.these shootings are staged events, and a go to for the criminal three letter agencies and their task masters to manipulate the psychosocial environment. The use of that name is a calling card of sorts and a way of mocking those who can't see the situation for what it is.
