There are many studies of identical twins raised apart that exhibit the same behaviors. Heritabilitly of IQ, impulse control, and many other mental capacities outweighs any effect nurture may have (probably very small).

These power hungry people breed other types of evil during their quest of total power over other.

All people are born with original sin. Committing evil is a learned behavior. Better parenting can lead to better behaved people - but not in all cases. The converse is also true.
