This report contains fictional representations offuture situations/scenarios. Any similarities to real people or events, other than those specifically cited, are unintentional and are for purposes of illustration only.

In case you didn't know, the word 'fictional' means not true, It then says on page ii:

This publication has been reviewed by security and policy review authorities, is unclassified, and is cleared for public release.

Which means that its release does not in any way cause harm to the security of the United States. Which means it is not secret fuking scheme.

Later it says on page 31:

In contrast, artificial weather technologies do not currently exist.

So in 1996 that shit was a fantasy, And guess what? It still is. Weather is an incredibly chaotic system. In order to manipulate it, you would need to know the exact state of every single variable that affects it at any one time.

And lastly this entire paper was about weather control. Last I checked, the chemtrail bullshit was more about mind control of citizens via air delivered chemical agents. In other words, these two topics are not the same.
