So the ATF cannot willy-nilly ban something (like 3D printed guns). Congress must make a law about the guns. Once Congress makes the law, the ATF can then enforce it.
So no more delegation of rules. No more Administrative Law. All laws come from Congress, so this neuters these administrations but does not get rid of them.
