Remember, kids are the 2nd most valuable trafficking target(women being the first, because they can create kids), so if you are particularly evil you can find plenty of ways to utilize kids. Plenty of sweatshops in Asia to show that already.

Guess to clarify, the 'great calamity' could've been war too, or rather, the aftermath of war where the losers were thrown into camps...and I'm sure I don't have to go much further for you to see how only having kids leftover could be a result of that.
